This happens when we try to run same workflow process more than 7 times in one hour. MS has limited this to 7 per hour on every 8th run in one hour it will throw an error.
There is a manual alternative for it BUT not recommended
Go to SQL and MSCRM_CONFIG and run the query below
select * from
This should show us MessageProcessorMaximumDepth set to 8 in ColumnName column.
We can change this to more if need to.
